Len's right -- I think he's encountered more of the rather free-and-
loose language of WCAG 1.0.  (Is it free to point out flaws in the
phrasing when we have examples in front of us?)

This is the type of ambiguity -- what do the "examples" mean? -- we
need to take care to avoid in WCAG 2.0.
