It hink that proposals should come to, and be discussed by, the working group
at large. (That is how we have done it so far, and we need  teh wide review
that offers for each technique or proposal).

But if there is a single person nominated as responsible for putting those
into the document, and if that single person is not always the one overworked
individual (instead being a collection of overworked individuals) it is
easier to chase a particular update...
