Meeting cancellation and draft of Techniques document

Thursday's meeting of the Web Content Guidelines working group has been
cancelled. However, a draft of the revised Techniques document is expected
to be made available to the working group on Friday. Please review it and
identify issues to be discussed at our next meeting (Thursday 17
February).
