Re: navigation bars

So what is the implication for browsers to support DIV and SPAN.  If you
try to use this technique with Navigator and IE now it does not work very
well if you use style elements like borders to give graphical appearences
or even if you want elements to be on one line.  

What needs to be in the UA spec related to the SPAN and DIV need to be?
