Katie, I'm not sure that is actually the case, at least not for March 1st. There is a ton of materials at the W3C that exhibit older design thoughts that are still public today - even the WAI Domain homepage looks different than other W3C pages. Overall, I think that non-specification publications from the W3C are adopting the same "theme" as found here: https://www.w3.org/ or here: https://www.w3.org/Payments/WG/ , and that Fantasia's work was reserved explicitly for Recommendations (and Notes?) But perhaps PLH can confirm or correct me. JF
