EOWG Resource Management Tool – WIP

Hi all,

the [Resource Management Tool][1], our internal resource overview list, 
is now in a workable state. \o/

Not all resources are in there yet (as I don’t have all the 
information), but you can already edit the ones who are present and you 
can add files for new resources.

* To edit, click the edit link underneath every resource title.
* To add, use the [form on the page][1] to create a new file with 
placeholders that should help you fill out the file.

A [first shot at providing documentation][2] is available.

**Important:**

If you get a notice that you need to fork the repository to edit, ping 
me with your GitHub user name to get direct write access. You can non 
the less continue, just make sure to click the “send pull request” 
button when you’re done.
