The following Falure is not listed for SC 1.4.4

Failure XXX:  When a user agent enables text only enlargement with
word wrapping, text enlargement to 200% should word wrap effectively.
Users should never be forced to employ horizontal scrolling for a
language that uses left to right or right to left reading order.

This essential element of functionality is missing.
