WCAG-EM Comments format

Hey folks,

Please see the updated wiki page for suggestions on how to enter your comments. I've edited all the comments that we discussed today.

I suggest the following format, which I've added to the top of each section so you can copy it and use it as a template:
	*Location/Summary:* [@@change.]
	Rationale: [@@why] {Name}

Please be specific on suggested changes.

Also note that the comments we agreed upon today are after "EOWG discussed comments:" under each section. Please put your new comments above there.
