Web accessibility basics summary

EOWG,

The Web Accessibility Basics page that we worked on is posted as the main accessibility article on Web Platform Docs at <http://docs.webplatform.org/wiki/concepts/accessibility>

It includes a summary paragraph (which is automatically included on some listing pages that link to this article). There was an erroneous summary added by someone else. I replaced it for now, and will edit it based on EOWG and other WAI input.
