[TVD-2] TVDs need to be provided in a format that contains the following information: start time, text per description cue (the duration is determined dynamically, though an end time could provide a cut point) possibly a speech-synthesis markup to improve quality of the description (existing speech synthesis markups include [SSML] and [Speech CSS]) accompanying metadata providing labeling for speakers, language, etc. ADD AT END: ...labeling for speakers, language, etc. [visual style specifications CSS for individual needs of visual readers with low vision. [Font-size, color (back and fore), Font Family, spacing (line, letter and word) as described in ] Please apply the same to 3.3 Enhanced Video Discription, 3.9 Transcripts. Use Cases for VD and EVD: When viewing a lecture writing on the blackboard is often difficulty to see. It is video of text and has all the graininess issues of any text in a picture. Actually is worse than still text in a picture. Having blackboard / whiteboard information in accessible text is essential to following the lecture. Use Case for Transcripts: The transcript is essential for review: Again take the lecture or any other instructional presentation setting. Gathering all the audio and video innformation usually takes more time with partial sight then the lecture time permits. A transcript in accessible print permits self paced access to the information.
