ACTION: Research best practices for transcripts

I was actioned [7] last week to research best practices for transcripts. 
The only resource I have found that gives actual best practices is Henny 
Swann's article on the RNIB Web Access Centre Blog: "Overcoming the 
challenge of podcast transcription" [1]. The Web Access Centre Blog 
seems to be offline at present but it is in Google's cache [2]. Many of 
the best practices actually concern getting people to behave in the 
right way as they speak.

There is a WCAG 2.0 Technique, G158: "Providing an alternative for 
time-based media for audio-only content" [3]

It seems (I haven't researched it) that a lot of the work that has been 
done on transcription came from the medical and legal fields. More 
recent growth, has come from podcasting.

I haven't found any other best practices of note but I found the 
following resources that aren't about best practices but do provide
