Hi All, The document is not readable for someone that is not a policy professional, and then it's awkward. A person who is aging, a person with a cognitive disability or even one with ADD could not read this. Most of the prose don't need to use complex language, but they do. Since this is an important idea with some critical proposals, it needs to be writing to as broad of an audience as the topic allows. That is why a professional technical writer would be so good. They get can complex technology issues and their social implications clear and accessible. Wayne
