I note "scope of conformance" several times in http://www.w3.org/WAI/GL/WCAG20/WD-WCAG20-20071102/ and http://www.w3.org/WAI/GL/WCAG20/WD-UNDERSTANDING-WCAG20-20071102/conformance.html I don't see it explicitly defined,yet I'm assuming it means the "Web pages" that the conformance claim includes. (e.g., if your conformance claim is for a subset of your website)... In any case, this seems to be new wording (I don't see it in http://www.w3.org/TR/WCAG20/ ), and I didn't see a way to fit this into our previous comments.
