The Australian Bankers Association have just released draft Guiding Principles for Accessible Authentication [1] around "two factor authentication". This is summarised in the Media Release [2] which states that "The aim is to provide a framework to banks and other financial institutions to reach a workable balance between security requirements, commercial strategies and equitable access to banking products and services." They have also released a progress report on the Accessibility of Electronic Banking [3].
