This was not a pitch. It was a pep talk letting them know they could do it. The talk was well received. Next Monday we will hold a conference for the Accessibility Teams from each campus and explain how we are going to turn this system around in the next three years. Our bottom line is Section 508, but we encourage better practice for new sites and procurements. I am attaching the original memorandum for completeness (forgive the PDF) together with my outline of basic concepts for developing an accessible web environment. These are not technocal guidelines, but process steps for managers, developers and content providers.
