Henk, I liked the provisional definitions except for the first one. The definition of Accessible Web Content was a little too circular for the sensibilities of a mathematician. So here is my go at it. - Accessible Web content is accessible whenever it is sufficiently free of compulsory input or output media that obstruct use by some population of users.
