A different proposal for handling platform limitations, e.g. then the platform does not support a platform accessibility service: Add a new type of partial conformance (which would be in line with how WCAG2 handles situations in which lack of AT support prevents conformance - http://www.w3.org/TR/WCAG/#conformance-partial-lang): "Statement of Partial ATAG 2.0 Conformance - Platform Limitation (Level A, AA, or AAA) This conformance option may be selected when an authoring tool is unable to meet one or more success criteria because of intrinsic limitations of the platform (e.g., lacking a platform accessibility service). The (optional) explanation of conformance claim results should explain what platform features are missing."
