One small modification to the definition

These guidelines apply to the functions of the authoring tool that
present authoring choices to the author or makes choices on behalf of
the author. These guidelines do not apply to when the author has no
editorial control.

These guidelines do not apply to content or components of content where
the author has no editorial control. 

That along with Note 2 covers it. The components is actually meant to
make the authors responsible for those portions where they do have
control as some content aggregators may be a combination of content that
can be effectively revised and that which cannot due to restrictions
placed upon it by the content's owners.
