I'd prefer not to do this because 2.1 (Ensure that all functionality is operable via a keyboard or a keyboard interface.) is currently a Priority 1 that basically says: thou shalt have keyboard accessibility. Whereas, 3.1 (Observe the accessibility conventions of the platform.) is currently a Priority 2 that says its important but not critical for the ui, including keyboard control, to follow conventions. I suggest we remove the success criterion related to Keyboard accessibility configuration conventions (e.g. default bindings) from 2.1 and keep it in 3.1 since it seems to me that while the default bindings are important, as long as they are documented clearly, they are not critical.
