I think you misread it. What the standard says is "The content of
the DigestValue element shall be the base64 encoding of this bit string
viewed as a 20-octet octet stream", which is correct. It might help if we
added the encoded length (28 characters, of which the last is an equal
sign) to the description to prevent further misunderstanding.

Hi!
I would like to report an error on:
http://www.w3.org/TR/xmldsig-core/#sec-MessageDigests
It is written that base64 encoding of a SHA-1 digest is a string of
20-octets. It is a 28-octets long string. (160 bits / 6 bits rounded up
+ 1 for '=')
