Indeed, you are correct and the two URLs in section 2.3.5 of RFC 4051 should have their rightmost slash ("/") replace with a pound sign ("#").
RFC-Editor: can this be added as an errata?

In the section 2.3.5 in RFC 4051 I've found the following URI: 'http://www.w3.org/2001/04/xmldsig-more/rsa-ripemd160'

This implies the PKCS#1 v1.5 padding algorithm [RFC3447], as
described in section 2.3.1, but with the ASN.1 BER RIPEMD160
algorithm designator prefix. An example of use is:

Algorithm="http://www.w3.org/2001/04/xmldsig-more/rsa-ripemd160" />
I think the URI text should be 'http://www.w3.org/2001/04/xmldsig-more#rsa-ripemd160' with a character '#' (and not '/') before rsa-ripemd160.
Which version is correct?
