Hi,

I've talked with Ted Hardie about what to do with the BIND spec (which 
has gone through not less than three WG Last Calls). He suggested to 
submit a new version (see below), and send a publication request to 
Chris Newman (the new Applications Area Director) (which I'll be doing 
next).
