Status of 2518bis

I suspect we are down to:

one major issues - #13 the ETag stuff

one medium issue - #161 the complete evaluation of if headers

less than 10 small issue

about 15 bugs that we have a good idea how we want to resolve but have not
been put into a draft yet

My current plan to is working group last calls by the end of this month. I
would like to thank everyone for the hard work and remind everyone to
reserve some time in early February to review the document.
