Move definition of lock owner to the main section on locking (before lock
token?), and clarify the distinction between the creator of a lock and DAV:owner
element (defined in section 13.17, owner XML element). Rest of spec needs to be
checked for consistent use of these terms. Also update the definition of owner
XML element such that server treats the contents of DAV:owner as a dead property
with respect to, e.g., namespace preservation, etc.
