Call for Review: Proposal to Relicense Unfinished SysApps
Specification: TCP and UDP Socket API

   Today the W3C Advisory Committee Representatives received a
   Proposal to license the SysApps TCP and UDP Socket API
   specification. Pursuant to the W3C Policy on Relicensing
   Unfinished W3C Specifications, the Director proposes to
   relicense the Specification under the W3C Software and Document
   License. Public comments are welcome through 7 July 2015.

W3C Adopts new Software and Document License

   W3C today adopted a new Software and Document License, an
   update to the W3C Software License, as the default permissive
   license in cases such as relicensing of unfinished specs where
   W3C has decided to use a permissive license. The Software and
   Document License, compatible with the GPL, permits copying and
   modification with attribution (by inclusion of a reference to
   the original W3C document), and can be used in W3C Community
   Groups, among other venues. All work that W3C has previously
   made available under the prior W3C Software License is also
   made available under the new Software and Document License.

Geofencing API Draft Published

   The Geolocation Working Group has published a Working Draft of
   "Geofencing API." This specification defines an API that lets
   webapps setup geographic boundaries around specific locations
   and then receive notifications when the hosting device enters

ATAG 2.0 CR updated with simplified exit criteria

   "Authoring Tool Accessibility Guidelines (ATAG) 2.0" Candidate
   Recommendation (CR) has been updated with simplified exit
   criteria to bring it more in line with common W3C practices for
   CR exit criteria. There are no substantive changes to ATAG 2.0
   itself, only to the CR exit criteria. "Implementing ATAG 2.0"
   is also updated to keep cross-linking between the two documents
   in sync. The ATAG CR exit criteria have been simplified to
   demonstrate two implementations of each success criteria, which
   will reduce the testing burden. This update to the exit
   criteria will allow ATAG 2.0 to be completed more quickly.

Patent Advisory Group Recommends Continuing Work on Tracking
Preference Expression

   The Tracking Preference Expression Patent Advisory Group (PAG)
   has published a report recommending per Option 1 of the W3C
   Patent Policy, that the initial concern has been resolved,
   enabling the Working Group to continue. W3C launches a PAG to
   resolve issues in the event a patent has been disclosed that
   may be essential, but is not available under the W3C
   Royalty-Free licensing terms. See the original announcement of

Standards for Web Applications on Mobile: current state and roadmap

   [] W3C has published the May 2015 edition of Standards for Web
   Applications on Mobile, an overview of the various technologies
   developed in W3C that increase the capabilities of Web
   applications, and how they apply more specifically to the
   mobile context.

   A deliverable of the HTML5Apps project, this edition includes
   changes and additions since January 2015, notably First Public
   Working Drafts such as the "audio ouput devices API" which lets
   orient audio streams to different output devices; the
   "Presentation API," a critical component in enabling
   second-screen experiences; the "credential management API" that
   lets Web applications interact with browser-stored user
   credentials; the "Permissions API" which exposes what
   permissions the user has or has not granted to the Web app; as
   well as the "mapping of accessibility guidelines to mobile"
   released by the WAI WCAG and UAAG Working Groups; and lastly
   the "payment use cases" published by the Web Payments Interest

Three Notes Published by the System Applications Working Group

   The System Applications Working Group has published three Group
   Notes today:

     * Web Telephony API. This specification defines an API to
       manage telephone calls. A typical use case of the Web
       Telephony API is the implementation of a ‘Dialer’
       application supporting multiparty calls and multiple
       telephony services.
     * Messaging API. This specification defines a System Level
       API which offers a simple interface to get access to mobile
       messaging services. A typical use case of the Messaging API
       is the implementation of a messaging client application
       that allows the user to send SMS and MMS messages as well
       as to access and manage the received SMS and MMS messages.
     * Contacts Manager API. This specification defines a System
       Level API which offers a simple interface to manage user’s
       contacts stored in the system’s address book. A typical use
       case of the Contacts API is the implementation of an
       application to manage said address book.
