XPointer Is a W3C Recommendation

   The World Wide Web Consortium today released XPointer as a three-part
   W3C Recommendation. The "XPointer Framework" is an extensible system
   for identifying regions in XML documents which provides for multiple
   addressing schemes. The "element()" scheme allows basic addressing of
   XML elements in terms of a document's tree structure. The "xmlns()"
   scheme is used to interpret namespace prefixes in scheme names and

Comment on Final Draft of Royalty-Free Patent Policy

   The Patent Policy Working Group has released a Working Draft of the
   "Royalty-Free Patent Policy" for review by the W3C Advisory Committee
   and the public. The draft governs the handling of patents in the
   process of producing and implementing W3C Recommendations. Comments
   from both W3C Members and the public are welcome through 30 April.

Authoring Tool Accessibility Guidelines 2.0 Working Drafts Published

   The Authoring Tool Accessibility Guidelines Working Group has
   released the first public Working Draft of "Authoring Tool
   Accessibility Guidelines 2.0" and its companion "Implementation
   Techniques." Authoring tools can enable users ("authors") to create
   accessible Web content through prompts, alerts, checking and repair,
   help files and automation. Resulting content can be read by a broader

China International Forum on WWW's Development Announced

   The China International Forum on WWW's Development 2003 will be held
   in Beijing, China on 16-17 April. W3C Team members Judy Brewer,
   Martin Duerst, Ivan Herman, Philipp Hoschka and Matt May present
   keynotes and tutorials. Attendees will participate in panels on
   accessibility, SVG, mobile Web, the Semantic Web, VoiceXML and
   internationalization. Registration is open. The event is co-organized
   by the China Computer Federation and the W3C Office in Hong Kong.
