Help me! About SVG fragment identifiers

Dear Mr Lofton Henderson!

I download svg-testsuite, when I run file "linking-a-03-b.svg" and click
into link "linkingCircle-f.svg#svgView(viewBox(64,227,72,72))", it no
working and have a error "Can not find ... Make sure the path or
Internet address is correct". With the sample "linking-inBound-BE-03" is
the same. But running on internet is OK. I don't understand clearly
"Linking-SVG" (URI fragments). Can you help me!
