Bikeshed echidna missing file publication failure workaround from fantasai on 2022-12-31 (spec-prod@w3.org from October to December 2022)

Hi!
In case anyone else is trying to publish a spec with images, and getting 
Echidna failures due to missing files... I just finished bisecting the last 
month of commits in the Bikeshed repo, and put the results here:
   https://github.com/tabatkins/bikeshed/issues/2437

I was able to successfully republish css-text-4 just now with Bikeshed version 
0fe3edbd9b38d5275e0027ec435752291bf3c4f0
No idea yet if the problem is reproducible on anyone else's system/spec, or 
what might be causing it, but figured I'd post here in case anyone else is stuck.
