Use lowercase in new /TR shortnames

Folks,

as part of the Website redesign project, we'd like to only use 
lowercases in URLs on w3.org. This needs more thinking but that's the 
direction.

To preempt future changes, we're now requiring **new** /TR shortnames to 
use lowercase only from now on.

I also recommend using lowercase for filenames but, being not sure on 
all of the implications, this is not required yet.

No changes or filename change needed for existing /TR documents yet. 
Doing so would also require more thinking.
