Fwd: 2021 Process Document operational

Hi Editors, Chairs,

The W3C 2021 Process is now operational, and, as such, ReSpec and Bikeshed are incrementally getting updated to support it.

There have been a lot of changes [1] and new document types added, so likely there will be a few little hiccups with tooling over the next few days (hopefully not, but just in case stuff breaks🤞).
