As of today, we're using Process 2017:

If your document is using respec or bikeshed, things will be taken care
of automatically so no action is needed.
Otherwise, the only change on upcoming publications is the link to the
Process document included in the status of the document (SOTD).
Working Groups have a grace period of one month (until end of March
2017) to reference Process 2017 in instead of Process 2015. After that,
we expect TR documents to use Process 2017. So, make sure you use the
following wording:

Our publication requirements tool has been updated according and now
contains profiles for Rescinded [1] and Obsoleted [2] Recommendations as
