[Specref] Auto-updated references

Hi,

FYI, I just gave commit privileges on the Specref repo to "Specworker", a
bot which will do daily updates of W3C and IETF references to the Specref
DB.

The bot runs the auto-updater.js script. It runs the full test suite before
committing the changes to the GitHub repo and only pushes the changes to
the master branch once all tests have passed.

The tests are run a second time by Travis when the changes hit the master
branch. If those succeed, the updates are automatically deployed to the
nodejitsu app and are then available through the regular API.
