problem with Previous version

I'm preparing a WG Note for republication. For some reason the "previous 
version" link is not appearing in the output, although the " 
previousPublishDate" and the "previousMaturity" are set. The same 
document worked fine a few months ago. Help would be very much 
appreciated. The draft document is:

PS I tried to look at the example ResPec WG Note [1], but it appears to 
have the same problem.
