[respec] 'noLegacyStyle' config flag

Hi all,

I added support for 'noLegacyStyle' config flag to ReSpec which, if set, removes legacy DOM-style sections (Attributes etc.) following WebIDL blocks. This brings ReSpec closer to the style used in Anolis.

Without further ado, here's an example of a spec with the noLegacyStyle flag set:
