Re: specifying PR end in ReSpec?

if you look at pubrules, it requires an end date for the PR AC review period - This change puts that text into the SOTD section for that item.  It makes sense to me to know when the AC review period ends (minimum is defined in process) so that progressing to REC can occur once that period is complete. Yes, substantive comments are supposed to have been provided earlier - my understanding that this is a chance for AC members to raise objections (though I'm not sure it has happened in practice in the past).
