idl part of xmlspec?

i note that the spec.dtd that was used to create the XML WD omits
the IDL portion of xmlspec that was used by the DOM group.
what is the status of that part of the xmlspec dtd?
are there available dsssl or xsl or other processors of that
part of the dtd?
