Dear , MY NAME MR JOSHUA BOTANG,THE ACTING SECRETARY CONTRACT REVIEW PANEL OF NIGERIA. Honestly, I know this letter will be a surprise to you,But I never meant any harm. During our vetting and evaluation of contracts executed by foreign firms for the Government of Nigeria through the federal ministry of Aviation, we discovered a contract sum of US15.5 (FIFTEEN MILLION FIVE HOUNDRED THOUSAND DOLLARS) million with no clear beneficiary. This amount kept reflecting in our computer systems, but upon closer investigation, it was discovered that it was a delibrate act of over invoice since the original contractors has been paid their contractual entitlements. Factually the fund in particular is currently in an unhold account in the ApexBank which was meant for the payment of foreign contractors, TO this development we have no alternative than to look for a foreign partner who is trust worthy that can front/stand-in for us in collecting the fund on our behalf and to a mutual benefit. In the light of the above therefore, my colleagues mandated me the secretary of the panel to look for a foreign friend, which hence my contacting you for this purpose. for the fact that the law forbids us (Civil Servants) from operating/holding foreign accounts while still in service. Based on this therefore, to actualize our plans we have to use our positions, since we are involved in the screening, vetting, Collating, investigating and also recommending certified contracts executed for the Federal Government for payment, we will then use our positions and connections in Government to get this contract fund paid Immediately following statutory laid down rules/regulations as they affect our monetary/fiscal policies. Meanwhile, this payment covered under Contract Number: FMA/CBN/FGN/3-X. 99/2000. All that is needed of You,is to act as the receiving beneficiary(sole contractor) of this contract fund on our behalf and which is to our mutual benefit. TO actualize this we will require from you the following: (1)Your private Phone & Fax Numbers (2) Name of yourCompany and address(if any) (3) Your Bank Account details where you wish the fund to be transfered into. We will use these information we required from you to apply for foreign exchange allocation in your favour as the fund beneficiary from the relevant Authorities. This will commence Upon your acceptance, and fowarding of the requested information, which will only take 14 working/banking days to succesfully actualise this transaction. For your anticipated/solicited assistance and co-operation for the succesful remittance of this contract fund into your bank account, we will reward you with 25% of the total sum involved as the account owner. I await your responce. God bless you. Yours faithfully, MR JOSHUA BOTANG.
