https://www.w3.org/2007/05/xmldsig-more#sha256-rsa-MGF1 includes a link to an old IETF Internet-Draft[1], http://www.ietf.org/internet-drafts/draft-eastlake-additional-xmlsec-uris-04.txt, which returns a 404 error.

This particular Internet-Draft was published as RFC 6931 in 2013, so a more stable URI would be https://www.rfc-editor.org/info/rfc6931
