PDF techniques page not accessible

Hi,

This page has a very wide sidebar, which scrolls on its own, and does 
not scroll with the rest of the page: 
https://www.w3.org/WAI/GL/WCAG20-TECHS/pdf This is a painful migraine 
trigger. I realize it is a common design element on the site and 
throughout the web, but that doesn't make it any less painful.
