Hello,

I am still unable to reach http://www.w3.org from my residential, 
Comcast, New England, connection.  Here is curl output of http vs https:

$ curl --max-time 15 -I http://www.w3.org
curl: (28) Connection timed out after 15001 milliseconds
$ curl --max-time 15 -I https://www.w3.org
HTTP/2 200
date: Sun, 10 Mar 2019 02:33:52 GMT
content-location: Home.html

(snip)

$ host www.w3.org
www.w3.org has address 128.30.52.100

I am also able to replicate the problem from various (but not all) 
instances in AWS USE (but I saw no pattern in availability zone).

Can you please fix this?
