The ftp.w3.org server has been shutdown in 2016 [1].

You will find the above two files here:
https://www.w3.org/Daemon/httpd/w3c-httpd-3.0A.tar.Z
https://www.w3.org/Daemon/httpd/w3c-httpd-3.0A.tar.gz

I updated the https://www.w3.org/Daemon/ to use those two URIs.
