Note that I have not struck the word “publish” entirely, but tried to clarify what we mean by it. > 3. Here, "publish" means: <ul> <li>Register the report's URL with the Community Group system, and</li> <li>Announce its existence on the group's home page and on its mailing list.</li> </ul> <p>A prerequisite for using this form is that there is a URL for the report.
