You didn't enclose anything in your email; guessing you're not
referring to a leg-iron or to clothing :-) but maybe to a DOCTYPE
declaration in an HTML Web page? If so, it means that W3C is the
organization that is responsible for specifying how HTML and the World
Wide Web are to function.
