There are about 1000 users of table-of-contents-crx.

As for you tech report styles, I suggest my "html5.id.toc.preview" proposal
[1] which, on every browser:
a) always shows the structure of the report's page.
b) has a menu with the structure of the page's site.
c) has IDs on all html elements, which ids anybody can see and use to refer
to any part of the page and
d) supports 'link-preview' which facilitates reading.
