In particular: "The WWW Common Gateway Interface Version 1.1" goes  
nowhere, and "CGI 1.2 specification (in progress)" goes to the  
O'Reilly Apache cookbook!

http://www.ietf.org/rfc/rfc3875 seems to be the location of the 1.1  
CGI spec.
