Ian,

as 'real people' dont visit W3C,
how can you know if the problems,
that people who do use W3C encounter, are real?

An external audit to evaluate whether W3C is achieving its goals,  
could really help validate its work,
and might provide guidance on widening participation, an aspect  
woefully lacking at present.
