Download DTDs & catalog.xml files

In reponse to this, I'd like to set up local copies of the SVG DTDs, and sort out a catalog.xml file to redirect requests to local resources.

Firstly, are the DTDs available in a zip or tarball package for easier download?

Secondly, is there a catalog.xml file for these?
