Hello, I run a web hosting company with many shared hosting clients. It appears that sometime in the last few days that your servers started blocking 203.206.185.142, our outgoing public IP (it appears packets are being dropped). I understand this will be because of some application unfairly accessing the w3.org domain for DTD fetching (as per your Webmaster help pages). I have spent approximately 4 hours this evening (AEST) studying the outgoing traffic to your web servers and the only packets are when I attempt to access the w3.org domain or run the validator.w3.org application over one of our hosted websites (run from another connection).
