Suggestion for a new HTML tag?

Hello,

I'm not sure how, or even who I would submit a suggestion or idea for  
a new HTML tag to. Does the W3C take suggestions?

I came across and idea for a tag that I think would be useful but  
don't know where to submit the idea for inclusion.

Can you please point me in the right direction?
