site index missing PLS

Shouldn't the Pronunciation Lexicon Specification (http://www.w3.org/TR/pronunciation-lexicon/ 
) be on <http://www.w3.org/Consortium/siteindex#P>? I accessed the  
latter Sep. 19, 2009.
